Which framework is best for an ad network CRUD API?

Let's say you are building an ad network. You mostly need a dashboard which ability to create/delete/update campaigns with some stat reporting etc...Is SPA better for such kind of app? Which framework will help you hammer out it quickly requiring a minimum number of decisions?
