Google fined €500m in France over news “neighboring rights” [pdf]
In a long document, the french Competition Authority underlines that google did not follow the law and many injunctions from the legislator. The law expects online services (like Google) to pay online news publishers to use their content in its search results or services like Google News.
The authority found that google may have abused of its dominant position, refused to negotiate an associated remuneration for some news services, only considered google ads revenues to be concerned by the law, refused to disclose information needed for the negotiations to happen in good conditions, and most importantly, tried to tie the remuneration for neighboring rights with some new service called "Google News Showcase" which should allow to browse full article on Google.

And google reacted:
"We are very disappointed with this decision because we have acted in good faith throughout the negotiations. This fine does not reflect the efforts we have put in place, nor the reality of the use of news content on our platform", adding "To date, Google is the only company to have announced agreements covering neighboring rights, and we are in the process of signing an agreement with AFP for a global license, as well as neighboring rights remuneration for their news publications.".
