This is about as misleading as it gets.

"Indepenedent testing" of a truck - in which the testers are not allowed to know if the truck is going empty or with freight.

This is equivalent to independently testing bikes and publishing speed numbers fora given wattage, but without mentioning if the route was downhill, flat or uphill.
