Ask HN: Why would you ever build a cloud division?

When looking for jobs I have come realise that at least some organisations are building what they call a cloud division/cloud team/cloud *.

I have wondered why on earth anyone would do this?

It seems that those divisions simply share the same heuristics as the former IT/admin/infrastructure divisions.

Tell me what these divisions add that a development team could not obtains by themselves by utilising a cloud provider by themselves.

In my mind a development team should be able to view the cloud provider as the actual cloud team and not building an abstraction on top of that.
