The problem is that twitter keeps refusing to implement anti spam measures.
Not so different from the tweet-bombs that act.ly pioneered and Kony 2012 tried to use. However, there's a big difference in impact between real people taking action on issues they care about, and a bunch of bots unleashed to annoy decision makers. This idea is definitely on the "slacktivism" side of the line.
