AWS downtime: possible solution?

Nearly every time for AWS downtime the culprit is US East(N. Virginia) data centre , this was the first and the default on AWS console.

dont you think if they make some other data centre as default, all new customers might use them, and we would have lesser downtime, like we had on christmas eve with netflix and heroku
